I copied and pasted a Vector Smart Object from illustrator into Photoshop. Say I had a 5000px by 5000px in canvas in Photoshop and wanted to make the Vector Smart Object bigger to fill the space would it lose it's print quality and become blurry?

Or would it remain the same because it's a vector and not pixel based?

With vector data, it will not lose any quality. You can always reopen object in Illustrator by double-clicking on Smart Object thumb in the Layers panel or use Libraries panel and place linked in Photoshop in case you need to make some modifications.
