Is there a way to get the information from the info panel? Namely the RGB and CMYK information from where the mouse is currently at?

I planned to make a Logitech G13 Applet to show the information, but I havn't found a single solution yet.

No, there is no way to access the info panel information from the SDK.

You can get similar information using an automation plugin, but you do not have access to the mouse location.

This feature has been requested for ages.

The closest you could get programmatically is the color sample values that are reported when someone's using the color sampler tool. Not anywhere as elegant as what the info panels reports, quite obviously.
