rotate view tool maybe problem or bug in photoshop 2020?

Question

use rotate view tool and zoom tool together

ctrl+speace+mouse or pen ,move mouse or pen left or right, the image alway follow mouse point to zoom out image area

but in photoshop 2020 ,if rotate image to 90` then zoom out the image , it's not follow mouse point, it's alway zoom out to left image area.

i think it's a bug for 2020

Sorry about the trouble caused as the Zoom tool is not working as expected on a rotated canvas.

We have identified this as a known issue and our Engineering team is looking at it.
