Rotating Image using Crop Tool Leave a Corner Cropped Incorrectly

Photoshop has been doing this for a while now (past several versions). Currently running the newest release: 25.0.0 on a Mac Studio running Mac OS Monterey (12.6.4).
Whenever I use the crop tool to straighten (aka rotate) an image, the bottom corner of the crop box doesn't stay within the bounds of the image as it should. It doesn't matter if I manaully rotate the image, or use the straighten option... result is the same.
The top corner (whichever one is being constricted by the rotation) stays within the image correctly, but the bottom one doesn't and results in a tiny void... Nothing a quick clone stamp doesn't fix, but annoying to have to do.
Attached images show the corner that's recieving the issue, and what it looks like both before and after crop tool is confirmed. The bottom right corner has the same result if rotated the other way.
Thoughts?
