So far, no matter what app (Photoshop and Illustrator) I use. Save As function does not work at all. It's suppose to allow you to have a file with a different name and it's doing absolutely nothing. Why would you mess with this as it's a basic function across ALL applications in Windows and Mac, so why would you screw this up?

Where do you keep the original files, internal or external drive? Does this happen when you work with a specific set of files? Working through a network or external drive is unpredictable & is not recommended. Head here to learn more: https://adobe.ly/3A2G2zK
Ensure that your Photoshop does not have stale preferences. Go to the location of the preference folder below and rename it to backup.
In Photoshop, got to Preferences > File Handling > File saving options and make sure Default File Location is set to 'On your computer'

Also, I should be able to SAVE AS and SAVE LOCALLY not just on your stupid cloud. It's not allowing me any local access when it comes to saving and that is very frustrating and it's also very stupid. I'm on Windows 11 pro and using the latest versions of all apps. So why is this a problem?

These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.
