I used a Nik filter with a smart object and tried to do a Save As and got the error message on the attached screen shot. My file size is only 400 mb. Why want PS save the file and why am I getting a message that is not applicable to my image size?
I hope you were not implying I was using Kost copyright images!

It looks like you have a smart object in your layer stack. The content of that smart object also make up the layered file to save.
If you are exceeding the file size limit just save as psb

As davescm mentioned, the content inside your SmartObject are probably the culprit. You can either reduce the items within the SmartObject, convert to regular layer, or save as a .psb file.

I duplicated the file, deleted the top smart object with the filter, merged the layers using Shift, Option, Command E, and left it as a regular layer. Then opened up the filter and applied the filter and the file size is over 4GB yet the dimensions of the image is still 463M.
Not sure why the dimensions are not accurately calculating the file size and not sure why only one filter would cause the file size to be for 4GB. I have used the Nik filters before with no issue as to size,

Can you show three screenshots of the image after you have done as your last post and just before you save
1. The layers panel
2. Open the image size dialogue and just take a screenshot
3. The save dialogue
Also please confirm the image mode 8bit/16 Bit RGB /CMYK

I think I have want you requested. I also have another image that is a tif where the document size says 517M but the file size is 1.2 G. I have to open the PSB file directly from the hard drive as LR apparently does not support PSB files. Amazing.

For a test, I opened the blue water shot that has only 3 images composited and changed the 3 pixel layers from smart objects to regular layers. The size went from 1.2G to 832M but the document size is 517, the same as the 1.2G file
The document size must not mean how large the file is. I thought it did and have using it to watch how large my files are getting since I use textures also.

You are still showing smart objects in the document screenshots. To get anywhere near the file size that will be saved you would need to open those smart objects and see the size of the content within each.
It gets even more complicated if smart objects are nested.

Why is the file size not the file size that is saved?

The filesize in Photoshop shows the size in memory. Where there are smart objects it shows the memory needed for displaying the container not how big the file on disk will be when the container and its contents are saved.

Just a thought...
All of the images appear with a ©JKost, which I assume is Julianne Kost of Adobe.
Are these tutorial files? Not sure how much of the final file was created by you or Julianne.
While there may some exceptions for personal use, or how much of the original image remains in a derivative work to change its status. But, the fact that the © shows in the title tab of all of these images in Photoshop is something to be aware of.
