You can't edit scanned fonts, although you can erase them.

If you wanted to add editable text, you use the Type Tool and your information is on editable Type layers. You keep the master file with the layers and you can easily change the information or even the Font, font size, color, and position.

Then you would make a flattened copy for the printers.

Better to design from scratch than to scan, unless you like  the artwork.

You can - but depending on how it was printed and what the image is, it may not give the best results. Depending on the complexity , it may be better to rebuild it using shapes, text etc. in Photoshop or Illustrator.

it's not the way to go. If the business card includes a logo and you haven't access, for some reason, to the original a/w, you can scan and include that, but you need to recreate the original typography in (in order of preference) InDesign, Illustrator, or Photoshop.

Are you going to have the cards printed by a commercial printer or are you printing them yourself on a desktop printer using pre-cut blank business cards, such as those sold by Avery?

You can't scan with a printer, unless its one of those multifunction units.

You can use almost any scanner to scan a document into Photoshop (for example) but you won't be able to edit the text because the text is part of the image (its rasterised). So, as I mentioned, scan in the logo (if the card has a logo) and add the text within (say) photoshop (inDesign would be better).
