Scrollbar Clicking

I recently upgraded to a new Mac, with the new OS Sonoma 14.4. In the past, in Photoshop, when I clicked on the scrollbars, the image jumped to the next adjacent section in the image. But now, when I click on the scrollbars, the image jumps to wherever I happened to click in the scrollbar instead of just to the next section in the image. If I hold the Option key while I click the scrollbar, it works the way I want it to work, by only moving the image to the next section. I do not want to have to hold the Option key every time I click on the scrollbar. How do I change this back to the scrollbar only jumping to the next image section instead of jumping all the way to wherever I happened to click in the scrollbar?
