Scrubby Zoom Greyed out (Use Graphics Processor IS checked)

So my scrubby zoom has been greyed out for a while now and it's really becoming frustrating. I have reinstalled photoshop twice and done everything I could find online. I am attatching pictures of my current performance settings because changing those are usually what's suggested. 

 

Please help, I need my scrubby zoom back! Thank you!

Couldn't seem to edit but I wanted to add what I've tried: 

-Uninstalling and reinstalling

-Changing the scratch disks

-Checking to make sure "Use Graphics Processor" was checked

-Looked for a way to change settings to "basic" but couldn't find that?

-Updated my graphics card

This is indeed frustrating. It happens to me from time to time, and all I do is close out Photoshop and relaunch it. I've never had to do anything more. If you've tried that and it didn't work, don't worry. Someone around here will know what to do.
