I have a feature request for Ps: When you are zoomed in so only part of your canvas is visible you can control+click to glide around the canvas, but if full canvas is in view this is not possible. It would make my life much easier if that gliding "scrubby" zoom feature even when full canvas is visible.

Can you check to see if it is the same when "Overscroll" is enabled in
Photoshop menu > Preferences > Tools?

I wish I could help with that, Hayley, but I don't know the answer. I'm still on Intel and do not have a Cintiq or other second monitor. It doesn't happen to me. Adobe staff will be back on Monday and hopefully they can assist.
Your other option is to contact Customer Care, as they can look at your system remotely.
