I am seeking guidance on how to effectively redo the collar of a T-shirt using Photoshop.

 

I would like to remove the collar fold and I would like to have the collar linear

This was a quick and dirty test with the Puppet Warp - I selected the collar and copied to a new layer, made it a Smart Object and then warped:

Select an area of good collar, then copy it (I did it four times).
Move, transform, flip and warp it to create a new collar and use a spot healing brush to mask the joins

A Hue and Transformation adjustment with a painted mask keeps the colour matching naturally throughout (it is darker and less saturated on the right)

Then some final touch up healing and cloning.
