Select Subject / Refine hair bug

Hi!
Lately it is a nightare to make a decent hair selection in PS. When I click "refine hair" I get a very bad selection with many blocks running on th edge. And even with brushing this part with Refine selection brush tool, I get these blocks just in other random order. I need to brush it 10-15 times to get most of them dissapear, but other parts of image will be affected.
And that's not it. Even if my selection seems good on preview, when I confirm a selection by clicking OK, I get same blocks on edges.
What I am missing? Never had these issues on previous PS versions.

I have the same problem. I think the Refine Hair tool assumes (works best when) the subject is outlined against a solid color. To try and refine the hair with a complicated background is impossible even when first using the Object Selection Tool first .

Does this happen with all files or specific files? raw vs JPEG? Can you share one of the files you're having trouble creating the selection with? Post a URL to the file using CC files or dropbox, or something similar to share the file.
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Are you both on Windows? Are you running on an ARM based system?

I am on Windows 10 platform using the latest build of PSCC. A friend sent me a HEIC file from a phone. I downloaded it, converted it to a Jpeg, uprezed it to a Tiff and began working on it. Friend wanted only the figure and removal of pencil in hair. Attached in this link are the original conversion to a Jpeg and the first attempts to select the figure and begin retouching. The hair was very challenging and not very successful. The problems begin with attempts to refine the hair.
