Selection jumps to a different layer

After I make a selection I will use my "move" tool to move the area I've selected--but the problem is Photoshop makes the assumption I want to move an object (or the entire image!) on a different layer.

I never had this issue for the many years I used my PS software--and I guess that's because I probably had some type of setting that prevented PS from deciding what layer I want to move the selected item.

Can anyone tell me how to keep the selection on the layer that I made the selection?

Hi @Les28341957og6v check your move tool settings - do you have Auto Select layer checked?
