selection modifying problem

I am used to selecting all, then modifying-contract in order to make a border or another smaller layer.  Now I am using Photoshop CC 2017 and I can't do this.  Is it not possible in this version or am I doing something wrong?  When I try to contract, it stays in place- no contracting.

Also-plan B, I tried the Modify/Border option and when I did a fill, it filled like it was feathered, no clean edge.  So I can't do this either way, it seems!  None of my tools were set to feather.  Please help.  I will send a screen shot if you think It  would help.
