I am trying to edit an image on my photoshop file individually by clicking on the grey page icon in the layers tab of that image layer. However, when I do this, a separate window of the picture and a ton of adjustment settings pops up rather than a new tab... Does anyone know why this is?

I can see Photoshop behind the Adobe Camera Raw window. Can you click Close to the ACR window and show us a screenshot of your PS window including the Layers panel? Most likely you have a Smart Object with an ACR filter, but we need to confirm.

I used a different image and it works fine so what you said must be it! I had to get this done ASAP for my job so I cannot provide a new screenshot.
Is there a way for me to remove this ACR filter so it doesn't pop up like that if this happens in the future? I am assuming it needs to be transferred to a RAW image?

It could be a Raw file embedded in your document, or it could be a layer with an Camera Raw filter, which we can tell by seeing the layers panel. If it's a filter, it can be removed from the layer by selecting it and trashing it.
The Camera Raw filter can be applied to a layer in Photoshop. Adobe's Terry White explains it here:

What you were seeing was not a new tab as you originally thought; it was the ACR dialog, which is worth learning how to use at some point.
