stranges thing - when I duplicate a rectangle shape layer, and change it's width, it's fine. but when I move it around it turns back to the original (duplicated) shape!
have anyone had the same problem? seems like a bug. I updated to the last version and it still acts the same

Please read this (in particular the section titled "Supply pertinent information for more timely and effective answers”):
Could you please post meaningful screenshots with the pertinent Panels (Toolbar, Layers, Properties, Options Bar, …) visible?
Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?

I tried both and none of them worked... what else can it be?
I attach screen shots, I hope it helps...
first upper rectangle is the one I drew, then the big one is the change, and the last lower rectangle is what happens when I move it around - comes back to the previous size.
the change I have done with the pen tool, dragging the line down.
now I realized that when I do it with the transform tool - it's ok, stays the same shape.
but when I use the pen tool transforming other shapes - it's also fine.
so the problem is very specific - only rectangles changed by a pen tool... (bty, when I change only one corner, it's also fine...)

You may have a rendering problem. If you are using Photoshop 2021 have you tried disabling PS 2021 Native Canvas in your PS preferences. You posted three screen capture of you Artboard Shape layer. I have never used Photoshop Artboard feature. In all your screen shots the move tool is active ant the Shape layer is the current Photoshop target. In screen capture 29 the render of the shape seem to be good the Shape rectangle four point path is visible and the fill look good and the Layer content Thumbnail in the layer palette seems to match the image displayed.
In screen capture 30 the transform controls show the shape Y center point has been lowered where the width and height and X center point are the same. Comparing the thumbnails in capture 28 and 30 it look like the move worked. However the size and shape of the shape thumbnail and image do not match the good rendering in capture 29. Also the Images displayed in 28 and 30 do not have a displayed four point rectangle path showing a size and shape. What is displayed does not match the good shape rendered in screen capture 29.
Capture 28 and 29 should have identical image and thumbnails displayed where capture 30 should show the shape has been moved shape has been remove.
