Shift + drag not proportionately resizing layer in Transform

I thought it was the case that once choosing Transform (Ctrl T on a PC), when then pressing Shift and dragging the corner of an image, it would resize the image proportionately, but that is not happening.  Rather, I am able to drag the cursor to the left or right and thereby *scrunch* the image (make it narrower or wider) without maintaining the aspect ratio.  Why is this happening?

My apologies for the unnecessary post.  I just Googled this and you don't select Shift, you just drag the corner of the Layer in Transform.  Should've checked first.
