Smart layer selection

I used to be able to select any of the layers on a photo simply by clicking on it. Now I have to go into the Layers panel and select it there. Has something changed? Am I just not doing something correctly? I cannot find anything in the Help files. I have version 23.4.2 TIA.

Choose the Move Tool (Black arrow) and look at the options at the top window. Check "Auto Select" and choose Layer from the dropdown. (Example below has it off.)
