I wanted to create an effect where someone has blasted through the rainbow from the bottom and broken it in half like shattered glass. Please help.

So the character below the rainbow will be punching up, and I want the rainbow to look as though it has been broken in half then with shards of glass flying out the top

In that case I think you may want to use Paths, Selections and »Cut to New Layer« to create a huge number of fragment Layers of the rainbow Layer and manually reposition them.

If you want to try After Effects, it has an effect called Shatter. Import your image, add the Shatter effect, set the shape to Glass, adjust settings as desired, and use Composition > Save Frame As > Photoshop Layers...
