Smudge tool bug, lag, delay.

Is this delay/lag normal !! I know PS is not optimal on Ryzen but this is just unreal.

No issue here with the Smudge Tool on Windows 10 running Photoshop 21.0.2

Have you tried resetting the Tool

If that doesn't help try a preference reset, you may want to backup your settings beforehand

I just installed PS on this build everything is set to defaults, do you have amd or Intel?? because the smudge tool is working perfectly on my intel build i just need to know if i have to configure something on amd builds to get it working.

You did not state what version of Photoshop you are using or state if there is always Lag.  I fine on Windows Photoshop 2020 performance go to pot at times many tools will lag or be none responsive at time then start working. Restarting Photoshop clears the issue for some time.  Do you have the smudge tool problem in all Photoshop versions you have installed.

smudge tool is consistently incredibly slow it almost appears photoshop has frozen, it takes many minutes to wake up after a single brush stroke attempt on a simple 8.5"x11" 300 dpi image.   

I have tried reseting the smudge tool but nothing changes. -please help? 

my specs should be more than enough for this:

Microsoft Windows 10 Pro for Workstations
