Spacebar/Move selection not working

After double clicking a layer folder (I think) I was presented with a choice where one was "Select and mask" which was the one I chose. After this I can't make a selection and then move the selection using the spacebar, which is pretty essential for me.

How do I get back? (Photoshop CC 20)

Restarting the Mac solved it
