First time PS user. How do I convert white text to black text then save as a PDF file, not an .axt file?

Open your document
Select the text (the method will depend whether the text is on a separate layer or not)
Change it to black
Use File >Save As >PDF

An .axt file is for the settings in Image > Adjustments > Replace Color
You said you are a first time user. Who created the file and how was it given to you? What file format is it in and what does it look like on screen? Can you show a screenshot?

What you are seeing is not live text — it is pixels on a flat layer. Have you tried doing OCR as it is? If that doesn't work, there may or may not be some things you can try, but for the best advice, we need to see the image so we don't have to guess.
Also, since you are having trouble converting to PDF from PS, try going to Acrobat Pro and choose the File > Create command.

If you have trouble with Dave's method, post a screen shot of the text and the Layers panel. Sometimes what you see as text is pixels in Photoshop. If so the anwer may be different. Try his method first.
