Strange photoshop behavior with 23.4.1 Only on my IMac and not on my MacBook Pro

I just upgraded photoshop to 23.4.1 on my IMac and it is asking to save files on Icloud and not letting me choose jpg as a format. What is going on?

Go into Preferences > File Handling > Default File Location: "On my Computer" from the dropdown menu. That should solve it. If not let me know.
