Stroke size same but visible stroke size differ

You can see in the Windows Explorer folder stroke sizes seems different. But in the window that determine  stroke size number is same which is 11. What is the reason for this?

In the case of your two images they are different pixel dimensions.

If you scale the smaller one up to close to the larger one, then the 11px stroke is about the same.

One difference i notice is the Stroke>Position is Outside on the first image and Inside on the second image.

 

Are the documents the same pixel dimensions and resolution?

 

The folders the same size?

 

Are either or both Shape layers with a Stroke and/or Fill from tool options bar applied?
