It is literally what I said in the title, my icon on the desktop appears normally, but when I open the application and it appears on the taskbar, it gets the icon of an unknown shortcut.

Windows task bar? Can you show what you use used to start some applicatio and what application opened?  Some screen captures would be helpful.

Try removing the shortcut from the task bar, then start Photoshop again. If the icon looks okay, pin it to the taskbar again. If not, show a before and after screen shot.

The application is not on the taskbar, as I said before, as soon as I start up, and it is minimized to the taskbar, the icon changes.

Some screen capture of what you are doing and the results would be helpful.

Lets go, use the translator in this reply.

This would change the desktop startup thumbnail. To change the one in the tasks you would need to modify the icon the application set or perhaps edit the Windows registry. Vhanging the shhort cut startup Icon may undate the registry for the module.

Yes changing the shortcut icon changes both the start up desktop thumbnail and the task bar icon.

I see you posted two start up shortcuts thumbnails and an icon  most likely from your task bar,  can you  identify which start up Thumbnail you started? Also Capture its content.  Then hold your cursor over the icon in the  task bar and capture what is  is displayed?

I had the same problem and just solved the issue. I created a desktop shortcut. Right click properties. Change Icon. Then right click desktop shortcut. Click 'Pin to taskbar'. Now you have the icon!
