I clicked on the three dots and clicked to add the remove tool and the dialog said it was added but when I open photoshop the remove tool is not there - how can I get the tool to load? I am on MAC0S

Go to Edit > Toolbar (or click the ellipses again) and show a screenshot of the dialog.

Select the Remove tool from the toolbox.
Find it in the Healing brush tool group. Expand the group by clicking on the Spot Healing Brush tool, Patch tool, or Red Eye tool to show the Remove Tool.

When i had that issue of the Remove Tool not showing after the update to 24.5 i went to Edit>Toolbar and clicked Restore Defaults then clicked Done.

If you use a Custom Toolbar the Remove tool will not show on the main toolbar. Accessing the Remove tool by clicking the three dots does not add it to your custom toolbar. You have to click on Edit Toolbar and drag the Remove Tool onto the main Toolbar.
If you customize a toolbar while in a particular workspace, and move to another workspace, your toolbar edit may be lost. For instance, this is the toolbar I use for my main workspace. I have the Remove tool hidden behind the Patch tool.
But if I switch to the Essentials workspace, my Toolbar is much more compact.

Even when I go to Edit/Toolbar - the Remove tool is not showing up. I am using PS v 24.4.0

It appears I need to download v 25......strange on my CC account it does not indicate that it is available to download....
