The top of my bar is missing and tools on the left how to I get them back?

I just found an article after searching for over an hour that said to hit the Tab Key and the application bar came back and then I went to window, workspace and reset essentials and it is back to normal.

Try the F shortcut you may be in full screen mode with a menu bar.

Windows and Macs differ in this area Macs can turn of Photoshop main application frame Windows users can not.. I see you Tools option bar but not Photoshop's menu bar. If your on a Mac try turning on the Photoshop application frame. I use windows and could not make Photoshop look like that.
