The transform tool is not transforming

The transform tool doesn't seem to work when I place-embedded an image (JPG or PNG), even after rasterizing the image; it is just stuck in the center of the page, and it doesn't move at all.
What is going on with a perfectly functional tool in the latest version of Photoshop?

There is no »Transform Tool« in Photoshop, you might be referring to Edit > Free Transform. 

 

Did you place the images as Smart Objects? 

Is there an active Selection? 

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Thank you for your response.
When you place embedded images automatically comes in as a Smart Object, and the image it seems to be fixed in the center of the background image, it doesn't move, and doesn't relocate even after a return is made, and it loses the transform handles. I even went further and rasterized the image to remove the smart object and I do Command-T the image doesn't budge.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, Channels, …) visible? 

What have you done for all-purpose trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
