there is no tool to add filters to web photoshop

i want to follow a tutorial on how to create an effect on an image that requires me to add a noise filter, however this does not exist on web photoshop and any discussion of filters is out of date even on adobes own site.

Maybe the add Grain in Camera Raw will work as a substitute.

 

Search for Camera Raw Filter then look under Effects>Grain

 

There is also Film Grain under Quick Actions:
