Hello!
I am having a little bit of trouble with Photoshop, specifically when using my Microsoft Pen in certain tools. As an example, I could be using the rotate canvas tool but instead of defaulting to using that tool automatically, it moves the canvas like it's a hand tool. This is prominent in other tools like brushes, Zoom tool, etc. However with my mouse, this doesn't happen.
I have kept my Photoshop up to date, it's version 26.7 and I'm trying to figure out if there is a preference I need to adjust to stop this?

It sounds like Photoshop might be reading your pen input as a gesture (like the Hand Tool), depending on how your system handles stylus input. Even if it’s not a Surface or Wacom, some pens use Windows Ink or similar drivers that can trigger this.
A few things to try:
Go to Edit > Preferences > Tools and turn off Flick Panning and Overscroll.
If your pen has its own settings, look for anything related to Windows Ink, gestures, or hover click—disabling those might help.
You can also reset the tool (right-click the tool icon > Reset Tool) or all tools, just in case something’s misconfigured.

Apparently there is a known issue with the MS Pen causing unwanted panning in Photoshop. The Google AI summarizer (one of my favourite new Ai enabled features) has a fair bit to say about it, but includes a Windows Registry edit that we are always hestitant to share. @Admiral_Alpine please be very careful before trying that.

I'm a big fan of Guillaume Stordeur's Drawing Tablet Setup Tips page on his Lazy Nezumi Pro site. He is not impressed with some of the Surface Pro models. We only know the OP is using the MS Pen, and not what tablet he is using.

At least one user had this behaviour start right after a Windows update, so I wonder if it did its usual trick of arbitrary changing drivers to Windows defaults. Multiple people have complained that Windows Cumulative Update KB4089848 initiated the panning problem, and unfortunately, they had to use the Registry tweak to fix it. We can only advise @Admiral_Alpine to be very careful if resorting to this fix, and to back up the Registry before editing it.

It's the Surface Pro 11, my old surface didn't have this problem.
