Tool windows do not open with Photoshop

Hi everyone,

In the past few days, everytime I open Photoshop, the tools, floating palletes, and top tool bar do not open. I can switch them off and back on again which gets them back, but it is hugely annoying. I have my own workspace and it is ignoring that. I get the same thing with the tools in Indesign which suggests it's an Adobe fault and not the Mac OS. Does anyone know how to fix this?

What happens when you use Window > Workspace > Reset … (your custom Wokspace)?

This is happening to me as well in Photoshop, Indesign and Illustrator. iMac i9 Ventura dual monitors.

Resetting workspace is not the solution, as the workspaces agin do not open on the next launch. Very inconvenient BUG.
