Tools disappear and image flickering

My Adobe Photoshop progamme 2022 seems to have technical faults. Tools disappear and the the monitor keeps flickering.

Is anyone familiar with these issues and knows a solution for it?

I have not heard about this being an issue. Perhaps you can share a few more details regarding your computer setup.

The first thing that I suggest is resetting your Photoshop preferences and trying to turn off the Graphic Processor. -see screen captures-
