Everything about the new update is buggy! The move and resize tools are not working as they should, the transform controls work randomly and images are rendering very slowly if at all.

Hi,
We're sorry about the trouble with Photoshop. Would you mind telling us the macOS version you're working on?
You can try enabling the option to Deactivate Native Canvas in Photoshop by going to Preferences, then Technology Previews. Once done, quit & relaunch Photoshop to check if that helps.
If the issue persists, you can try to reset the preferences of Photoshop using the steps mentioned here: https://adobe.ly/2Qzc0K3
Please backup your settings prior to resetting the preferences. You can check: https://adobe.ly/2vNz6FG
Let us know how it goes!
Regards,
Nikunj

First, try disabling GPU in the preferences (Preformance tab). Any better?
If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it.

Another option: install a previous version of Photoshop
Go to the creative cloud app and click on the 3 dots next to Photoshop app to see more options and select other versions
you can install a previous version of Photoshop and maybe that will work, sometimes there are bugs and you have to update the system
My Best
