Transfer Option for Brush Won't Stay Off

Hi everyone!

I've read a few discussions regarding a similar issue, however none of the solutions to those have worked for me.

The transfer option on the brush presets toggles on automatically when I switch brushes for some reason. It can be toggled off and the brush can be used normally until I change the brush again. The Pressure Sensitivity and override on the upper toolbar are both off, and I've tried resetting preferences but nothing has fixed the problem.

When you "switch brushes"  are you selecting it from a brush preset in the Brushes panel , in which case the preset probably has the transfer settings saved with it, or from the Brush Tip Shape options at the top of the Brush Settings menu which should not change the transfer setting?
