trying to render video from stills but it is exporting as .jpgs

This is my first post, I'm a beginner to Photoshop. I'm trying to render a video from stills. At first Photoshop was exporting them as stills only, then I updated to PS 2020 and it was working, rendering MP4 files. Now it's not again, it's just creating a bunch of .jpgs. I'm stumped.

You are exporting to a "Photoshop Image Sequence "which is a series of stills.  In that drop down choose "Adobe Media Encoder" then in Format pick the video format which will be H.264

Do you have the stills assembled in the Timeline panel?

 

And are you using File > Export > Render Video...?

And... not knock Photoshop's animation capabilities, have you taken a look at Rush, Premiere Pro or After Effects?

No, it's just a stupid little project and I never play around with video. If I can't get it working it's no big deal; it's just really annoying me at this point!

Yes, the video plays in the Timeline panel and I use file-export-render video. It was working fine, exporting mp4 videos. I wanted to make it longer and figured out how to do that and now it's gone back to exporting them as a series of jpgs. 

This is what it looks like when I export.

Are you saying you can't change the Render Video to MP4?

Here is what I did...

  1. Load the images.
  2. Create a Frame Animation and create Frames from Layers.
  3. Export>Render Video to MP4; I adjusted the speed by adjusting the frame rate.
