Type tool issues and missing icons

hello
after updating to the newest version of Photoshop I have encountered these 2 problems.
I followed a thread posted back in January to see if I could solve the issue, but it appears that the post wasn't fixed either. I followed all instructions on the troubleshooting page and I have had no success.

please help solve this not just for me but quite a lot of others who are experiencing the same issues

Could you please share your system info? You can find it by going to Help > System Info in Photoshop, then copy and paste the details into a text file and attach it to your response. Thanks!
