I am facing UI scaling problem with PS CC 19.1.4. Its driving me crazy! Any solution about this?
My screen resolution is 1920x1080 (and display scaling is on 150%) tried UI scaling on PS settings but nothing is happening everytime it is remaining the same!

Your 1920x1080 display is most likelt not a high resolution display and does not need to be scaled to a lower resolution. Scaling it 150% would make it like a display 1280x720 Photoshop UI requires at least 1024x768. Scaled 100% Photoshop UI should be normal size.

But my recommended scale is 150% so if i set it to 100% the fonts and icons gets much smaller which is quite difficult to me... Scaling to 100% UI in PS doesn't change things that's where the problem starts UI scaling is not on PS

Photoshop UI scaling issues were fixed in Windows 10 creator edition and Photoshop CC 2018 version 19.1.
If you are using CC 2018 19.1.4 and Windows 10 1803. Photoshop scaling should be automatically done according to your Windows 10 Display's scaling settings which you stated the was 150% for you 1920x180 display. That should cause Photoshop UI to display larger then can be displayed on your display for your display's 1080 height scales to a 720 height scaled 150% and Photoshop UI requires a height of 768. Here is what CC 2018 19.1.4 look one my 1920x1080 display scaled 100%. Photoshop UI fits and I can see all the is in the tool bar because my display is 1080 high. You new document window nearly fills your 1920x1080 scaled 150%. Look at how much space New document takes up on my 1920x180 display scaled 100%
