Unable to Convert Path to Shape for Outlining in Photoshop

so i'm trying to make a sharp-cornered outline in photoshop (in contrast to the curved borders in Layer Style) by turning a raster selection into a work path

and i'm trying to turn it into a shape so i can give it a sharp outline, but when i select the path and convert it to a shape...

it's grayed out

 

note that i'm not really sure if i even successfully turned the path into a shape, i just clicked the dropdown saying path and changed it to shape

this is the path/shape i want to add an outline to:

is there any way i can convert it to a regular layer or make it a shape?

 

i run Adobe Photoshop 26.8.1 on Windows 11
