Unable to save HEIC or TIFF file as JPEG in Photoshop 2024

MacBook Air 15" M2, Sonoma OS 14.5. Sometimes I am unable to Save or Save As a HEIC or TIFF file and sometimes I'm unable to Save or Save As those files as a JPEG in Photoshop 2024. I can only save as a JPEG 2000 in the types of files available in the drop down list. I have posted screen captures of the dialog box that appears. Even if I make a duplicate of either file and try to save I cannot save. The image file is 8 bit, no layers other than base layer. I have experienced this issue since replacing my old MacBook with the MacBook Air. I did not have this issue with my old laptop. I don't know if it's the computer, the software, or the user. Any explanations for this or suggestions? Thanks for your help

Hi, I had exactly the same problem BUT I solved the problem when I click on SAVE A COPY instead of SAVE AS. Suddenly I got a huge selction of files that I caould save to including jpg.

Thank you for the link. I'm confused, but not by the info in the link posted by Lumigraphics. Here's what baffles me: I have a MacBook Pro 16" Intel, Sonoma 14.5 and  MacBook Air 15" M2, Sonoma 14.5. When I use Photoshop 2024 (v 25.9.0) on the MacBook Pro Intel, I do not have any issues using the Save or the Save As commands and I do not have "Enable legacy Save As" turned on. I can open and edit any file format, whether HEIC, TIFF, PSD, etc., and choose any number of file formats to Save or Save As. However when working in Photoshop 2024 (v 25.9.0), I do not have the same results. Sometimes I just get a black dialog box (see screen capture #3) when I select either the Save or the Save As command. Sometimes when saving, available file formats are extremely limited. And if I want to save a HEIC or TIFF as a JPEG, I can't... or my only JPEG choice is JPEG 2000, which I don't want to use. Following the instructions in the link, after turning on "Enable legacy 'Save As'", the Save As command works and includes all the file formats. Is there a Photoshop behavior difference occuring between Intel and M2, since I do not have any problem or have to turn on/off any settings in Photoshop Preferences (oops Settings) when using the MacBook Pro Intel?
