Unable to select tools using keyboard shortcuts in Photoshop 23.4.1 on macOS 12.4

Whenever I choose a tool by using a keyboard shortcut the tool "jumps back" to the previously selected tool (See screen recording), this seems to happen only when using shortcuts and not through the menu.

Please advise on how to solve this.

We're sorry about the trouble with Photoshop. Are you experiencing this issue with specific tools or with all of them?

You can try to reset the preferences of Photoshop using the steps mentioned here: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences
