unable to set source to use retouch

Are you using the Alt key and clicking to sample?

as Marek mentioned, you should be able to hold own Alt key and click on an area that you want as your source. On Mac, hold down Option key.

Make sure that the layer you want to sample from is the active layer.

Also, check that the sample setting in the options bar is set to "Current & Below" or "All Layers" if you are cloning on a new, blank layer
