Upgraded to 27.1 now nearly all the tool icons have disappeared tool presets are not available

Question

The tool bar is there but only 5 tools are showing, the other boxes are just blank, no tolls presets are available. I can select the tools using shortcuts, my saved workspace was corrupted but I still have my Actions which usually disappear after upgrading. The GPU is fine and all up to date.

Windows 10, 16GB RAM

@colinbrad try manually resetting your Photoshop preferences

Remember to back up your settings before doing the preference reset

If that doesn't help, can you post your Photoshop system info, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread
