I don't use the hand tool very often, however, when I did so today, noticed that when I press the spacebar while left clicking, sure enough, the image scrolls in the direction intended. Unfortunately, when I finish the scroll and let up on the spacebar Photoshop throws out a long skinny loop in the exact direction I was scrolling, which then becomes part of the selection. I can then start using the hand tool again but the long pointed loops remain. Any suggestions?

If I'm using the Lasso tool and Spacebar to move around an image while making a selection, I'll do it in stages. So, I'll make the selection of what is currently in view, move, and then Shift + select with the Lasso tool to add to the previous selection. If you're inadvertently making a selection while moving, you can remove a part by Alt (PC)/ Option (macOS) + selecting the part of the selection that you want to deselect.

Thanks - Just tried your suggestions....both help and make scrolling while using the lasso tool at least do-able
I would like to get to the root of the problem. You described succinctly what is happening "inadvertently making a selection while moving". Yes, when I am scrolling Photoshop is adding to the selection.....however, when I no longer press the space bar the lasso tool returns to the point at which I pressed the spacebar, so I end up with a large loop in my selection.
I have been using the spacebar to scroll with the lasso tool for years and this is the first time I have experienced anything like this.
