UXP Standalone?

I cannot for the life of me seem to find an obtion to build a UXP extension as a standalone/"from scratch" method like I used to be able to do in legacy extesions. Is the developer tools required to develop extensions now? As of now, I'm not looking to distribute them in the adobe stores... I personally prefer to see and feel out the "skeleton" of every application I build. I'm having issues with the developer tools. I don't seem to have access to the console... 😕
