What exactly are you trying to do?

I have a xcel file with the text info and photo info, then I want photoshop to create each documents based on the variables. It's not a script but automation I think.

You are still giving very little information of what you are trying to do. Do you want to add some text from your excel file on the image referenced in that excel file too? It might be doable just with Variables/Data Sets but you would need to provide some more details

As @M-H notes, more info is needed, attached files or links to unsupported attachment types or screenshots would help.

If you are referring to to Image > Variables (Data Driven Graphics), have you set up your master PSD template?
