Wacom pen pressure not working with Photoshop CC 2019

Pen pressure works with other software like Verve paint. 

Pen pressure works when I turn on Windows Ink in Wacom settings, but it also leads to these really annoying popups when holding down CTRL, Shift or Alt.

If you configure Your Wacom tablet not to use Windows Ink with Application Photoshop and add the PsUserConfig.txt to your users ID Photoshop Preference folder it should work.  When Using INK you can most likely configure Windows 10 Pen and Touch so you will not get the pop-up.

I can't seem to disable the popups from the pen & touch settings. 😞

Did you disable right click and hold?

Yes, it's disabled, no luck
