What exactly has been done to this image?

Hello everyone,

I stumbled upon this photo https://imgur.com/a/XhPYiXX and would like to know what exactly has been done to it? If you tilt your laptop's screen like this Imgur: The magic of the Internet  , you will notice that there is a noise that has been added to the image and there are shades on the edges of all objects.

It kinda seems like a degradation of quality has been done to it.

What do you think? What feature has been used to alter the image this way?

It looks like there has been some Compression artifact - Wikipedia  In Photoshop, you can use Export > Save for Web

And for the shades are probably sharpen after exporting, as consequences multiple compression are most likely to produce that kind of image.
