It is the Rotate View tool .

Get to it by hitting the R key or clicking here in the toolbar (it shares a space with the hand tool)

If it is appearing randomly, then I wonder if the OP is using a tablet like the Surface Pro or Cintiq Companion, and Rotate is being triggered by gestures.  If it was interrupting workflow, it can be turned off in Preferences.

Use it to rotate the whole canvas.

So when painting brush strokes with a pen & tablet for example, you can keep your hand at the same comfortable angle but rotate the canvas, the same as you might rotate the paper whilst drawing

That is the rotate view tool. Its rotates the canvas. Short Cut: R
