What is the difference between a Layer Style and a Layer Effect

I've always asked myself this question.

 

I'm guessing that Layer Effect is an individual effect like a drop shadow. But a Layer Style is all the individual styles combined.

Pretty much. A layer style is just all the layer effects combined on a single layer. They can be saved as a preset.

Chuck is correct that a Layer Style is a collection of Effects, but to clarify the way you phrased your question, a Layer Style can include only one Effect, such as the drop shadow you mentioned. One posssible reason you might do that is that you have customized the settings, and maybe you even have a couple of customized settings and save each of them out as a Style.
