If I had to give it a name, it would be something like Extreme Contrast.

Remove Background, and place a layer behind the man and filled with black.

Camera RAW with Contrast and Clarity set to max

Hue/Sat layer set to Colorize to give the sepia colour cast.

Another Hue/Sat layer set to Colorize and masked to the shirt to make it yellow.

The Camera RAW effects masked out from the shirt to remove high contrast.

Stroked the outline with white and blurred to give the rim light effect.

Did a bit of fine tuning of Camera RAW effects as it was a Smart Object (reduced highlights and shadows)
